The Mexican Migrant Guide El Guia del Migrante

DENVER - A Spanish-language guide for immigrants has been yanked from a state Web site after criticism that the advice encouraged illegal newcomers to take advantage of government benefits.

Gov. Bill Owens, who had previously endorsed the guide, said Wednesday he wasn't aware that some information seemed targeted at illegal immigrants. The guide was removed Monday after Republican Rep. Tom Tancredo, an outspoken proponent of tighter immigration controls, wrote a letter to Owens.

The guide contains information about everything from how to get a driver's license to domestic abuse laws.

It also says health clinics don't have to see immigration papers before providing treatment, and that children born in the United States can qualify for certain health benefits even if their parents are here illegally.

"I think it's folding to political pressure and fear-mongering," said Tillman Farley, medical director of the Salud Family Health Centers. Farley helped put the guide together.

He said the guide explains existing law, and that all residents benefit if, for example, the children of immigrants are immunized and pregnant women get medical care. He said the pamphlet doesn't encourage people to immigrate, but helps those who are here become familiar with American customs and laws.

"It's just like the 'Welcome to Colorado' sign on the highway, it doesn't exclude anybody," he said.

Tancredo spokesman Carlos Espinosa charged Farley's clinic and others have an interest in defending illegal immigration because they get federal aid to care for immigrants. He complained illegal immigrants don't pay income taxes, and that the sales taxes they do pay don't cover services they use.

"Clearly they don't put in what they take out," he said.

Owens, who signed a bill Wednesday restoring Medicaid benefits to legal immigrants, said he supports helping newcomers who play by the rules. "I want to encourage those who are here legally to assimilate and become part of American life," he said.
